介绍了《上海市城市道路精细化管理导则》（以下简称《导则》）的编制背景、适用范围、编制理念和章节安排，界定了精细化管理的定义。就其中慢行交通、公共交通、路面质量、附属设施、交通管理、掘路和日常养护的主要技术要点进行了解析，以促进《导则》的使用和推广。

Abstract:

The compilation background, application scope, compilation concept and chapter arrangement of Shanghai Urban Road Fine Management Guidelines (hereinafter referred to as Guidelines) are introduced. The definition of fine management is defined, in which the main technical essentials of slow traffic, public traffic, pavement quality, auxiliary facilities, traffic management, road excavation and daily maintenance are analyzed in order to be helpful for the use and promotion of Guidelines.
