简述了上海在建筑工程和市政工程招投标活动中应用合理最低价评标办法的优缺点，就如何设定合理的合理最低价及如何更好地发挥合理最低价在招投标活动中的作用进行了初步探讨。基于工程预算定额确定合理最低价的建议，旨在对招投标活动中投标报价的合理性判断提供一个新的思路，使招投标工作更加规范。

Abstract:

The advantages and disadvantages of the application of the reasonable lowest price evaluation method in the bidding activities of construction engineering and municipal engineering in Shanghai are briefly described. How to set a reasonable minimum price and how to better play the role of reasonable minimum price in the bidding activities are preliminarily discussed. Based on the engineering quota of budget, the proposal of reasonable minimum price is determined. Its aim is to provide a new thinking for the reasonable justification of bidding offer in the bidding activities and to make the bidding work more standard.
