在当前把道路保畅作为第一要务的条件下，结合济青高速公路改扩建工程第四合同段施工案例，探讨了三次施工转序的交通组织方案，包括转序步骤、转序准备工作和具体施工方案，确保了施工安全与道路畅通，为今后高速公路改扩建的交通组织管理提供了比较好的经验。

Abstract:

Under the condition of keeping smooth traffic as the first priority, combined with the construction of the Section 4 Contract in Jinan-Qingdao Expressway Reconstruction and Expansion Project, the traffic organization scheme of construction diversion for three times is discussed including the diversion step, diversion preparation and specific construction scheme in order to ensure the construction safety and road smoothness, which provide the good experience for the traffic organization management of expressway reconstruction and expansion in the future.
