海绵城市专项规划编制的探索与实践——以珠海市斗门区为例

摘要:

海绵城市专项规划是建设海绵城市的重要依据，起到引领和统筹作用。结合珠海市地理气候特征，探索区级层面海绵城市专项规划编制思路，提高规划的可实施性，并为类似地区的海绵城市专项规划编制提供参考和借鉴。在编制斗门区海绵城市专项规划中，首先分析了规划区内存在的主要问题，识别重点建设方向，提出规划建设目标及指标体系；然后从规划区生态环境本底特征出发，强调海绵城市大系统构建，完善顶层设计，构建海绵城市水生态格局；最后以问题和目标为导向系统规划水环境、水安全、水生态、水资源等内容，科学、系统地引领指导斗门区海绵城市建设。

Abstract:

The special planning of sponge city is an important basis and plays a leading and coordinating role in the construction of sponge city. Combined with the geography and climatic features of Zhuhai, the compilation ideas of special planning of sponge city at a district level are explored, the implementability of the planning is improved, and the experience and reference can be provided for the compilation of special planning of sponge city in the similar regions. In the compilation of the special planning of sponge city for Doumen District, the main problems existing in the planning district are firstly analyzed. The key construction orientation is identified. The construction target and indicator system of the planning are proposed. Then from the background and characteristics of the ecological environment in the planning area, the large-system construction of sponge city is emphasized. The top-level design is perfected. The water ecological pattern of sponge city is established. Finally, guided by the problems and target, the water environment, water safety, water ecology, water resources and other contents are systematically planned, which can scientifically and systematically guide the construction of sponge city for Doumen District.
