摘要:

城市堤防正面临全面建成“绿色生态堤防”的挑战，在保证防洪、贯通、安全、功能的同时需更注重生态、景观和滨水体验，对现阶段堤防建设的提升策略和安全管理都提出了一定的要求。通过构建绿色堤防的建设目标、提升策略和安全保障的质量环，提出了现阶段堤防建设的结构性指南，为后续的堤防工程规划设计和管理运行提供了参考性指导意见。

Abstract:

Urban embankment is facing the challenge of fully completing "green ecological embankment". While ensuring the flood control, connection, safety and functions, more attention should be paid to the ecology, landscape and waterfront experience. A certain requirements are put forward for the promotion strategy and safety management in the current stage of embankment construction. A constructive guide of current embankment construction is proposed through establishing a quality cycle of construction goals, promotion strategies and safety assurance of green embankment, which provides the referential advices for the subsequent planning, design and management of embankment engineering.
