“幸福河”内涵思考及具体实践

摘要:

幸福河是生态文明指引下，未来江河治理的新目标和新要求。现从人与河流的社会和自然关系角度进一步梳理，提出幸福河四大宏观评价指标体系，对幸福河目标按防洪安全、优质水资源、健康水生态、宜居水环境进行分解，强调在水系统思维下通过九水共治实现幸福河。接着，以广西邕江综合整治与开发利用工程为例，该项目通过“护岸空间-生态空间-公共空间”立体架构实现安全保障；通过生态本底保护性设计实现健康生态；通过丰富景观构筑、活动空间整合，活动功能植入和夜景亮化，实现惠民宜居通达；通过多样化的文化场地和大型雕塑表达文化传承，最终实现了“幸福河”目标。

Abstract:

As an important infrastructure of Lianyungang Petrochemical Industrial Base, the up-to-standard tail water discharge-into-sea project in Xuwei New District mainly solves the problem of final discharge of the sewage treatment after up to standard of various enterprises in the petrochemical base. The stable operation of the up-to-standard tail water discharge-into-sea project is an important guarantee of the petrochemical base. To this end, combined with the basic situation of the Xuwei New District Up-to-standard Tail Water Discharge-into-sea Project, the relevant risk points and existing problems are sorted out, and an operation management implementation scheme is proposed to guide the operation of the project.
