Abstract:Happiness River is a new goal and new requirement for the river governance in the future under the guidance of ecological civilization. The social and natural relationship between humans and rivers are sorted out. Four macro-evaluation index systems for "Happiness River" are proposed. The goal of Happiness River is resolved according to the flood control safety, high-quality water resources, healthy water ecology and livable water environment. It is emphasized that the "Happiness River" can be realized through the joint governance of nine waters under the water system thought. Taking the Gaungxi Yongjiang River Comprehensive Improvement, Development and Utilization Project as an example, the safety of this project is realized through the "revetment space - ecological space - public space" three-dimensional framework. The healthy ecology is realized through the ecological background protective design. The construction of rich landscape, integration of activity space, implantation of activity function and brightening of night scene can make the people beneficial, liveable and accessible. The diversified cultural venues and large-scale sculptures can express the cultural inheritance. Finally, the goal of "Happiness River" is achieved.
