缺水型地区海绵城市规划建设路径探索——以寿光市为例

    摘要:

    我国缺水型地区在气候变化和人为开发等因素的影响下,已表现出严重的水资源短缺、水生态脆弱和水环境污染等问题,而近年来提出的“海绵城市”理念为解决缺水型地区水系统问题带来了机遇与挑战。以寿光市海绵城市规划为例,实证分析了缺水型地区海绵城市规划建设的模式。通过该规划,形成了以水资源利用为特色的海绵建设指标体系,确立了分区分层落位的径流控制系统以加强海绵指标的管控落实,通过河道连通、拓宽疏浚、明渠恢复等工程,恢复城区河流水生态功能的同时加强排水防涝系统的保障,并形成以雨水调蓄和净化功能为主的城区低影响绿地系统,提出针对北方半干旱地区海绵建设系统策略,为我国缺水型地区的海绵城市建设提供借鉴和参考。

    Abstract:

    It has shown serious problems such as water shortage, water ecology and water environment pollution under the influence of various factors, such as climate change and artificial development, water deficient regions in China"s water shortage area, In recent years, the concept of "sponge city" has brought opportunities to improve the water system problems in water shortage areas. So taking the planning of sponge city on Shouguang City as example, the paper analyzes the planning and construction mode of sponge city in water shortage area.Through this plan, a sponge construction index system characterized by the use of water resources has been formed; a runoff control system with partitioned layered placement was established in order to strengthen the management and implementation of the sponge index; river channel connectivity, widening dredging, open channel restoration and other projects are implemented to restoring urban river water ecological function and to strengthening drainage system protection; a low-impact green space system is formed based on rainwater storage and purification, therefore to create a strategy for sponge construction in the semiarid areas in north China, and providing the reference for the construction of China"s water shortage city sponge type area.
