韧性城市研究进展及对临港新片区水安全韧性提升的启示

临港新片区在“十四五”规划中提出建设韧性城市,而水安全韧性是其中重要的建设内容。本文从韧性城市的基础理论出发,分析了韧性城市的内涵、特征和构建模型,概述了城市韧性评价方法,借鉴国外先进城市的建设经验,立足临港新片区的战略定位,在制度、经济、社会、设施等维度进行思考并提出水安全韧性提升的相关策略,为全面提升临港新片区的水安全韧性水平提供参考。

Abstract:

Lin-gang special area proposed to build a resilient city in the "14th Five-Year Plan". Water security resilience is an important construction content. Starting from the basic theory of the resilient city, this paper analyzes the concept, characteristics and models of resilient cities. The evaluation methods of city resilience are summarized. Considering lessons from the construction experience of foreign cities, and based on the strategic positioning of the Lin-gang Special Area, relevant suggestions were put forward from the aspect of regime, economy, society, and facilities, which provide a reference for comprehensively improving the water security resilience of Lin-gang special area.
