城市河流防洪能力提升对策分析

摘要:

受气候变化和人类活动影响,洪涝灾害多发重发的态势愈发强烈,城市河流的防洪保安能力制约了城市经济社会的高质量发展,必须完善水利基础设施薄弱环节,筑起保障人民生命财产安全的牢固防线。为研究城市河流在防洪能力提升过程中的治理对策,本文以某城市河流为例,考虑增加调蓄区容积、退建加高河流堤防、增加泵站外排能力等措施。结合城市发展需要,分析不同措施的优劣性和可行性,综合提出城市河流治理的设计方案,对比各方案实施的效果、影响、投资、难度、管理等因素,综合选定治理对策。研究成果可为城市河流的治理提供参考。

Abstract:

Under the influence of climate change and human activities, the situation of repeated flood disasters is becoming more and more intense. The flood control and security capacity of urban rivers restricts the high-quality development of urban economy and society. It is necessary to improve the weak links of water conservancy infrastructure and build a solid defense line to protect the safety of people"s lives and property.In order to study the control measures of urban river in the process of improving flood control capacity, this paper takes an urban river as an example, considering increasing the volume of regulation and storage area, reconstructing and raising the river dike, increasing the discharge capacity of pumping station and other measures.Combined with the needs of urban development, the advantages and disadvantages and feasibility of different measures are analyzed, and the design scheme of urban river governance is put forward comprehensively. The effect, impact, investment, difficulty, management and other factors of the implementation of each scheme are compared, and the control countermeasures are selected comprehensively.The research results can provide reference for the management of urban rivers.
