高速公路综合管理指标的分析和设计

高速公路业主管养成本和效益的界定是个尚待解决的复杂问题,针对这个问题,基于实际情况和简约原则,通过分析概念、建立管养成本表达式,得到了确定性管养的重要性系数以及随机性日常养护系数等重要参数,提出了通过立项指标、养护工程使日常养护向“轻”级并通过效益指标监管保持养护等级的动态优化成本效益管理模式。并以成本分析为基础,建立成本和效益的对应关系,得出了确定性、半确定性、随机性日常养护的效益指标。

Abstract:

SThe defining of management and effect is a complicated pending problem. Thus based on reality and principle of simplicity, through concept analysis and establishing cost expression, the importance coefficient and the cost coefficient for randomness routing maintenance are found, and the dynamic cost-effect optimization managing mode is put forward, which is a process tending to “light” maintenance grade through project-decision indicators, maintenance project and the supervision of effect indicators. Then further on the corresponding relation between cost and effect is set up and finally with all of the above investigation the indicators for certainty, half-certainty and randomness routing maintenance are worked out.
