Through the analysis of industry financial data and netizens' experience, the current metro Apps in various cities mainly focus on the function of rides, and have not formed a stable model in diversified business operations. Therefore, this study proposes a "three-stage" development strategy for the expansion of the business model of the metro Apps, namely: the stage of accumulating users, the stage of building a wealth-sharing platform, and the stage of creating an metro ecosystem. And according to the different key objectives of the three stages, we propose the implementation paths. In this paper, we strive to transform the metro App in each city into the most equitable regional Internet platform, create benefits for passengers, merchants, and urban rail transit operators, and stimulate the internal circulation of consumption.
