对上海政府还贷收费高速到期处理策略的思考

上海现有4条政府还贷高速公路陆续将面临收费期到期的问题，到期后的处理策略亟待研究。本文针对上海政府还贷高速公路实际，结合现行政策及改革方向，对上海政府还贷高速到期处理策略进行分析，提出不同模式下的具体操作方案，为上海高速公路发展提供参考。

Abstract:

The existing four government loan repayment expressways in Shanghai will face the problem of expiry of the toll period one after another, and the treatment strategies after the expiry need to be studied urgently. Based on the actual situation of Shanghai government loan repayment expressway, combined with the current policy and reform direction, this paper analyzes the expiry processing strategy of Shanghai government loan repayment expressway, and proposes specific operation plans under different modes to provide reference for the development of Shanghai expressway.
