随着短时强降雨频发和人们对美好人居环境的不断追求，“城市看海”现象不断引发媒体关注。柳泉路积水路段改造工程通过整治河道，提升管网，改造小区和推行海绵城市理念四个方面措施实现了消除路段积水，提高区域排涝标准的目的，以期对类似工程提供借鉴。

Abstract:

With the frequent occurrence of short-term heavy rainfall and the continuous pursuit of a better living environment of the people, the phenomenon of "city view of the sea" has attracted the media attention. The goal of eliminating the waterlogging of road section and improving the regional drainage and waterlogging stands is achieved for the reconstruction project of Liuquan Road through four measures of regulating the rivers, improving the pipe network, reconstructing the community and promoting the concept of sponge city in order to provide reference for similar projects.
