浅谈EPC总承包项目全过程造价管理与成本控制

Brief Discussion on Whole Process Cost Management and Cost Control of EPC General Contracting Project

摘要:

随着2019年12月23日，住建部和发改委联合发布了《房屋建筑和市政基础设施项目工程总承包管理办法》（建市规〔2019〕12号）的颁布，全国各地随之配套的实施办法或实施意见的发布，工程总承包新的设计和施工“双资质”承揽工程总承包项目迎来了爆发式增长。本文结合多年从事市政环境板块工作经验，重点阐述EPC总承包项目全过程造价管理与成本控制，其成果可为其他工程总承包项目的造价管理提供借鉴。

Abstract:

On December 23, 2019, with the Measures for the Administration of General Contracting of Housing Construction and Municipal Infrastructure Projects (No.12,2019) jointly issued by the Ministry of Housing and Urban-Rural Development, and the National Development and Reform Commission, all parts of the country have also issued the supporting implementation measures or implementation opinions. The new design and construction "double qualification" of the general contracting project are ushered in an explosive growth. Combined with years of working experience in municipal environmental sector, the whole process cost management and cost control of EPC general contracting projects are specially expounded. The results can provide reference for the cost management of other general contracting projects.
