    摘要:

    黄河在下游沿线地势平坦易涝,排水出路不畅。国空空间规划应以水动力模型为基础,有效评估现状洪涝灾害风险、促进空间布局和雨洪管理科学化。以济南新旧动能转换起步区为典型研究对象,采用 MIKE FLOOD 构建一二维水动力模型,模拟流域洪水演进过程,分析现状薄弱环节和问题,提出竖向和防洪相结合的规划对策,为国土空间防洪排水体系完善、规划用地和设施布局提供支撑。

    Abstract:

    The terrain along the lower reaches of the Yellow River is flat and prone to waterlogging, and the discharge outlet is not smooth. The national space planning should be based on the hydrodynamic models to effectively assess the current flood disaster risk, and promote the scientization of space layout and rainfall flood management. Taking the starting area of new and old kinetic energy conversion in Jinan as a typical research object, MIKE FLOOD is used to construct the one-dimensional and two-dimensional hydrodynamic models to simulate the flood evolution process of the river basin and analyze the weak links and problems of the current situation. The planning countermeasures combining vertical and flood control are put forward to provide the support for the improvement of the flood control and drainage system of national land space, the planned land and the layout of facilities.
