Abstract:Due to the particularity of the freezing process and the impact of the post COVID-19 epidemic era, some materials and equipment cannot be purchased and processed locally, the sea transportation time is long, and the import and export customs clearance procedures are complex. In order to ensure the efficient construction of the first overseas frozen project and solve the problem of business risk, at the same time, effectively and accurately master the cost budget and target control of the construction project, and reduce the repetitive problems of the material and equipment purchase plan, firstly the concept of refined business planning is put forward to accurately formulate the cost targets. Secondly, the detailed list of domestic and foreign purchases of materials and equipment is determined through the understanding of overseas markets. Finally, through the dynamic management in the implementation process, the actual cost is mastered and compared with the budget target, which provides a basis for timely adjustment of the material purchase plan. The results show that for the first time, a detailed list of construction materials and equipment has been obtained comprehensively and systematically. The dynamic process management and control method has been well applied, and the cost benefit has been saved by 16%. And the management level of overseas project teams is improved.
