高新园区海绵城市建设雨水排放收费政策研究

摘要:

在雨水排放收费管理等政策方面我国与国外相比仍有一定差距。以经济和建设条件较好的高新园区为对象，研究雨水收费政策设计，调研分析国外雨水排放费征收制度及计算方法，结合高新园区海绵城市建设，从雨水收费目标原则、雨水费计算方法、激励机制、雨水费使用管理等方面提出建议，为高新园区雨水长效管理提供支撑。

Abstract:

There is still a certain gap between China and foreign countries in terms of policies such as rainwater discharge fee management. Taking the high-tech parks with good economic and construction conditions as the object, the design of rainwater charging policies is studied, and the foreign rainwater discharge fee collection systems and calculation methods are studied and analyzed. Combined with the sponge city construction in high-tech parks, the suggestions are proposed from the aspects of rainwater charging target principles, rainwater fee calculation methods, incentive mechanisms, rainwater fee usage management, etc. to provide the support for the long-term management of rainwater in high-tech parks.
