With the support of the policy, many enterprises actively invest in the construction of prefabricated component plants. However, because the prefabricated building industry in many cities has not yet formed a scale, there are problems such as the insufficient orders and high production costs after the construction to put into operation, which also makes it difficult to recover the investment funds. On the basis of literature research, the analytic hierarchy process (AHP) and the fuzzy comprehensive evaluation method are applied. From the perspective of investment enterprises, an evaluation index system and an evaluation model for the investment environment of prefabricated building precast concrete component plants are established to evaluate the investment environment of each city. And through the empirical analysis, the effectiveness of the model is tested. The results show that the model is effective. The market capacity of city, the support force of local government, and the source, way and amount of funds are the key factors to evaluate the investment environment of a city.
