Abstract:The performance management evaluation of highway construction projects, performance evaluation of cost management of highway construction projects, performance evaluation of expressway operation management, and performance evaluation of highway maintenance management are currently hot topics for scholars. However, at present, there are few studies on the maintenance management performance evaluation of low-grade highways managed by township administrative departments. Based on the performance evaluation of all kinds of existing highway construction projects and highway maintenance projects, combined with the methods of expert investigation, the performance evaluation index system and hierarchical structure of rural highway maintenance management of township administrative body are built in Shanghai. The analytic Hierarchy process (AHP) calculation method is used to determine the weight of each index. Finally, the performance level of rural road maintenance management of the evaluated object is determined by the expert scoring. This evaluation model is used to evaluate the performance of rural road maintenance management of a town in Pudong New District of Shanghai, and verify the effectiveness of the evaluation system. The results show that the evaluation system and method can scientifically and reasonably evaluate the performance of rural road maintenance management of township administrative body, and has a strong guiding significance to improve the subsequent management level of the township rural road management organization.
