    摘要:

    温潮减河工程作为“通州堰”防洪体系总体构成格局中的“中疏”环节,将实现温榆河与潮白河两个流域水系的连通,可使汛期温榆河的洪水提前分至潮白河,从而减轻下游北运河的行洪压力,保障北京城市副中心的防洪安全。通过对温潮减河工程及北京“通州堰”防洪体系构造格局的介绍和梳理,分析和拓宽对现代防洪工程建设规划的新思路,并提出包括防洪规划、预警系统、防汛预案及宣传等方面的措施建议,以期为日后城市防洪工作起到一定的借鉴参考作用。

    Abstract:

    The Wenyu River and Chaobai River Distributary Project is a “middle dredging” link in the overall composition pattern of the “Tongzhou Weir” flood control system, which will achieve the connection of two watershed systems of Wenyu River and Chaobai River, and can divert the flood of Wenyu River to Chaobai River in advance during the flood season so as to reduce the flooding pressure on the downstream North Canal and ensure the flood control safety of the sub center of Beijing City. By introducing and sorting out the construction pattern of the Wenyu River and Chaobai River Distributary Project and the Beijing “Tongzhou Weir” flood control system, the new ideas for modern flood control engineering construction planning are analyzed and expanded, and the measures and suggestions including flood control planning, early warning system, flood control plan and publicity are proposed in order to provide the reference for the urban flood control work in the future.
