    摘要:

    当城市发展到一定规模,单纯依靠“硬件”设施来提升交通效率,其空间有限,因此亟需在交通系统的运行管理层面挖掘潜力。根据工程实际经验,对城市交通治理的社会背景、基本概念进行了介绍,提出了交通治理的设计流程要求,明确了交通治理研究边界、数据采集方式、需求分析及治理方案的思路,从需求管理、运营管理的角度提出了可行的解决方案。城市交通治理是一个系统工程,通过加强智能化管理、推广绿色出行、优化公共交通、缓解拥堵、提升安全、创新政策、协同规划科技应用和文明建设等方面的综合施策,可推动城市交通治理水平的不断提升,促进城市的可持续发展。

    Abstract:

    When a city grows to a certain size, there is limited space to rely solely on "hardware" facilities to improve traffic efficiency. Therefore, it is urgent to tap the potential in the operation management of the traffic system. Based on the practical engineering experience, the social background and basic concepts of urban traffic governance are introduced, the design process requirements of traffic governance are proposed, the ideas for research boundaries, data collection methods, demand analysis and governance schemes for traffic governance are clarified. The feasible solutions are put forward from the perspectives of demand management and operational management. The urban traffic governance is a systematic project. The continuous improvement of urban traffic governance and the sustainable development of cities can be promoted through the comprehensive measures such as strengthening the intelligent management, promoting the green travel, optimizing the public transportation, alleviating the congestion, improving the safety, innovating the policy coordination, planning the technology applications and promoting the civilized construction.
