要素保障是上海市交通行业的一种创新管理手段，实践表明，这种管理手段有利于重大交通项目的方案稳定，并减少方案实施障碍。首先，介绍了上海重大交通工程要素保障的背景；其次，从政策法规、工程实施等方面剖析了要素保障的要求；最后，在归纳传统交通建设工程要素保障工作难点的基础上，结合工程实践，提出了要素保障的5个发展趋势。

Abstract:

The key element guarantee is an innovative management means in the transportation industry of Shanghai. The practice shows that this management means is beneficial for the scheme stability of major transportation project and the reduction of implementation obstacles. Firstly, the background of key element guarantee for major transportation projects in Shanghai is introduced. And then the requirements of key element guarantee are analyzed from the aspects of policies, regulations and engineering implementation. Finally, on the basis of summarizing the difficulties in key element guarantee of traditional transportation construction engineering, and combined with the engineering practice, five development trends for key element guarantee are proposed.
