    无锡市“7·20”特大暴雨侵袭后,城市道路瞬时积水严重,交通受阻,车辆及商铺被淹,人民生命财产受到了极大威胁。深入剖析某工业园区内涝积水原因,发现无序填埋、管网收水排水能力不足、管道内讯在封头及管径瓶颈区、管网淤堵、缺乏养护等是形成区域内涝的主要原因。以问题为导向,典型案例为佐证,制定符合无锡城市特点的治理策略,加快构建韧性城市、智慧城市,进而高效地解决城市水安全问题。

    Abstract:

    The "7·20" extremely heavy rainstorm hit on Wuxi City has caused severe instantaneous waterlogging on urban roads, disrupting traffic and flooding vehicles and shops, posing a great threat to the lives and property of the people. The causes of the waterlogging in an industrial park are deeply analyzed. It is found that the disorderly landfill, insufficient water collection and drainage capacity of the pipeline network, internal communication in the pipe head and pipe diameter bottleneck areas, and lack of maintenance and blockage of the pipeline network are the main causes of regional waterlogging. Guided by these problems and supported by the typical cases, the management strategies that conform to the characteristics of Wuxi City are formulated to accelerate the construction of a resilient and smart city, and thereby efficiently solve the issue of urban water safety.
