香港“净化海港计划”对城市污水处理的启示

Enlightenment of Hong Kong “Clean Harbour Project” for Urban Sewage Treatment

自20世纪70年代，维多利亚港海水污染问题日益严重，使得港口的昔日光彩逐渐褪去。为了解决这一问题，香港特区政府推行了名为“净化海港计划”的环保基建项目。通过分阶段建设污水处理设施，解决城市发展导致的海港污染。利用地下深层隧道收集维港两岸的污水进行集中处理，使维多利亚港的水质得到显著改善。从污水集中式处理与分散式处理的比选、污水深层隧道、污水处理流程的比选以及污水处理厂排放标准的选择等方面与内地进行了对比借鉴。目前该计划已成为海港城市水环境综合治理的先锋典范和模板，值得其他城市在类似工程中学习和借鉴。

Abstract:

Since the 1970s, the problem of sea water pollution in Victoria Harbor has become increasingly serious, which has gradually faded the former glory of the port. To address this problem, the Hong Kong Special Administrative Region Government has launched an environmentally friendly infrastructure project called the "Clean Harbour Project". The plan addresses the pollution of the harbour caused by urban development through the construction of sewage treatment facilities in phases. The underground deep tunnel is used to collect the sewage from both sides of the harbour for the centralized treatment, which makes the water quality in Victoria Harbour significantly improved. The centralized and decentralized sewage treatment, deep sewage tunnel, sewage treatment process, discharge standards of wastewater treatment plant and other aspects are compared with that of the mainland. At the present, the plan has become a pioneer model and template for comprehensive water environment management in the port city, which is worth learning from and drawing on by other cities in similar projects.
