    摘要:

    近年来,极端天气频发,洪涝灾害已逐渐成为我国城市地区现阶段所面临的最为突出的自然灾害之一。汲取河南省郑州市“7·20”特大暴雨灾害教训,深入分析上海市洪涝防治现状,并以杨浦区杨树浦港水系为例,进行“7·20”暴雨情景下的洪涝风险推演。从“夯实水利基础设施建设、提升洪涝工程体系韧性、强化风险管理管控”三个方面,提出上海市水利基础设施韧性提升策略,以减少极端降雨发生后的洪涝灾害损失,为系统化解决上海市洪涝问题提供新思路。

    Abstract:

    In recent years, extreme weather frequently occurs, flood disaster has gradually become one of the most prominent natural disasters faced by our country's urban areas at this stage. Learning from the "7·20" heavy rainstorm disaster in Zhengzhou, Henan Province , made an in-depth analysis on the current situation of flood prevention and control in Shanghai , and taking the Yangshupu water system in Yangpu District as an example, carried out flood risk simulation under the "7·20" rainstorm. From the three aspects of "Tamping Water Conservancy infrastructure construction, improving the resilience of flood engineering system, strengthening risk management and control", the paper puts forward the tactics of improving the resilience of water conservancy infrastructure in Shanghai, in order to reduce the loss of flood disaster after extreme rainfall and provide a new idea for solving the problem of flood in Shanghai systematically.
