上海市属区域排水户精细化管理策略

Fine Management Strategy of Regional Drainage Households in Shanghai

摘要:

随着上海市排水设施的增加和服务范围逐步扩大，在市、区两级管理体制下，排水设施管理责任主体分散，规模效应未能完全发挥。上海市属区域的排水户数量较多，分级分类管控难度大。同时部分排水设施建设年代较久，设施老化、结构性缺陷等问题突出，排水源头设施管控体制机制亟待完善。深入研究上海市属区域排水户管理机制、监管机制及存在的问题，提出智慧统筹、分级管控、因地制宜、分类监管等措施，以期为超大城市的排水户精细化管理提供参考。

Abstract:

With the increase of drainage facilities and the gradual expansion of the service scope in Shanghai, the main body responsible for the management of drainage facilities is decentralized under the municipal and district management systems, and the scale effect has not been fully realized. There are a large number of regional drainage households in Shanghai, which is difficult to classify and control. At the same time, some drainage facilities have been constructed for a long time, and the problems such as aging and structural defects are prominent. The control system and mechanism of drainage source facilities need to be improved. The regional drainage household management mechanism, supervision mechanisms and existing problems in Shanghai are deeply studied. The measures such as intelligent overall planning, hierarchical control, local conditions and classified supervision are proposed in order to provide the reference for the fine management of drainage households in the megacities.
