Design of Vertical Scheme for Fuli Town Area in Yongqiao District of Suzhou City

摘要:

目前国内很少有城市系统的编制竖向规划，缺少可借鉴的案例，该次符离镇竖向规划应从实际出发、多方面论证，多角度考虑，力求规划可持续发展的竖向控制体系。首先需要针对符离镇实际情况开展工作，针对符离镇的具体特性，竖向规划要认识问题，研究问题，做规划方法上的新探索，最终提出符合符离镇特点的解决办法。其次从宏观和微观等不同角度构思解决符离镇用地竖向的方案，提出竖向规划的目标，确定与符离镇相适应的竖向规划目标后^［1］，重点分析相关问题并提出相对应的方案，即将符离镇的竖向问题放到更大的范围内去分析解决。最后强调可持续性的用地竖向控制，把规划作为目标实现的长期的管理过程^［2］，对待符离镇竖向工程的不同影响因素系统，根据其对发展的影响程度，分别提出规划要求，甚至有的暂时不做规划干预。

Abstract:

At present, there are few vertical planning of urban system in China, and there are few cases for reference. The vertical planning of Fuli Town should start from reality, demonstrate in many aspects and consider from many angles to strive to plan a vertical control system for sustainable development. Firstly, it is necessary to carry out work according to the actual situation of Fuli Town. Aiming at the specific characteristics of Fuli Town, the vertical planning needs to understand the problem, study the problem and make new exploration on planning methods. Finally, a solution that suits the characteristics of Fuli Town is proposed. Secondly, the vertical scheme of Fuli Town land use is conceived from the different angles of macro and micro. The vertical planning objectives are proposed. After determining the vertical planning objectives suitable for Fuli Town, the related issues should be specially analyzed and the corresponding solutions are proposed. That is, the vertical problems of Fuli Town should be analyzed and solved within a larger context. Finally, the sustainable land use vertical control is underlined. The planning process should be regarded as a long-term management process aimed at achieving the goals. For the different impact factor systems on the vertical engineering of Fuli Town, and based on the degree of influence on development, the planning requirements are proposed, and even some planning intervention is not made for a while.
