    摘要:

    “老旧小区+海绵”是提升城市韧性、改善居民生活环境的重要举措。汕头市作为全国首批海绵示范城市,在老旧小区改造中融入海绵城市理念是其重要的示范特色之一。汕头市中心城区的老旧小区数量多,基础条件较差,生活环境品质低,实施海绵化改造的难度较大。通过系统分析汕头市老旧小区改造的需求及面临的困境,从改造前“遴选分级机制”、改造中的“因地制宜施策”、改造后的“运维管养机制”三级技术措施着手,提出老旧小区海绵化改造的全过程技术方案。研究成果为汕头市及全国其他城市老旧小区海绵化改造提供技术参考。

    Abstract:

    The "old community + sponge" is an important measure to enhance the urban toughness and improve the living environment of residents. As the first batch of sponge demonstration city in China for Shantou, the integration of the concept of sponge city into the reconstruction of old community is one of its important demonstration features. There are many old communities in the central urban area of Shantou. It is greatly difficult to implement the sponge reconstruction because of its poor infrastructures and low living environmental quality. By systematically analyzing the needs and difficulties in the reconstruction of the old communities in Shantou, a whole-process technical scheme of old community reconstruction is put forward from the three-level technical measures of "selection and grading mechanism" before the reconstruction, "adopting measures according to local conditions" in the reconstruction, and "mechanism of operation, maintenance and management" after the reconstruction. The research results provide the technical reference for the sponge reconstruction of the old communities in Shantou and other cities in China.
