黄浦江上游堤防标准化管理的实践与探索

Practice and Exploration of Standardized Management of Embankments in Upper Reaches of Huangpu River

摘要:

黄浦江上游河道是太湖流域的重要泄洪通道，两岸堤防在保障人民生命财产安全中发挥了关键作用。然而，由于岸线长、设施老化、隐患点多且管理职责分散，堤防标准化管理面临较大挑战。通过对堤防现状的全面调查，分析了当前标准化管理中存在的标准体系不完善、部分堤防设施薄弱、智能化水平不足等问题，提出了强化组织保障、完善标准体系、开展专题培训、规范管理行为以及利用数字技术赋能管理的综合对策，为提升堤防标准化管理水平、保障防洪减灾成效提供参考。

Abstract:

The upper reaches of the Huangpu River are an important flood discharge channel in the Taihu Lake Basin, and the embankments on both sides of the river play a key role in ensuring the safety of lives and property of the people. However, due to the long shoreline, aging facilities, many hidden danger points and scattered management responsibilities, the standardized management of embankments faces great challenges. Through a comprehensive investigation of the current situation of embankments, the problems existing in the current standardized management, such as the imperfect standard system, the weak facilities of some embankments and the insufficient level of intelligence are analyzed, and the comprehensive countermeasures are proposed, including strengthening the organizational guarantees, improving the standard system, conducting the specialized training, standardizing the management behaviors, and leveraging the digital technologies to empower management so as to provide reference for improving the standardized management level of embankments and ensuring the effectiveness of flood control and disaster reduction.
