崇明区骨干河道治理现状及“十五五”工作展望

Current Situation and“15th Five-Year Plan” Work Outlook for River Regulation

骨干河道是崇明三岛防汛除涝和水资源调度中最重要的河道，崇明全区共有骨干河道40条，截止“十三五”末期，骨干河道整治率约为37.7%。“十四五”期间，崇明区开展了以规划疏拓、生态治理及应急整治为主的三类骨干河道整治项目，在取得明显成效的同时也遭遇了规划定位、经济水平、征地动拆迁等方面的困难。通过对“十四五”期间崇明区骨干河道治理成效和遭遇问题的总结，从规划、设计和行政管理三个层面提出治理策略，并建议“十五五”期间崇明区骨干河道的治理方向应当向两个方面努力，即促使分段整治现状河口线基本达到规划的骨干河道岸段及开展若干轮骨干河道护岸应急整治。

Abstract:

The key rivers are the most important rivers in flood control, waterlogging drainage and water resources scheduling in Chongming, Changxing and Hengsha. There are 40 key rivers in Chongming District. The regulation rate of key rivers was about 37.7% by the end of the 13 th Five-Year Plan. During the “14 th Five-Year Plan” period, three types of key river regulation projects are carried out in Chongming District, mainly focusing on planning, expansion, ecological control and emergency rectification. While achieving the remarkable results, the difficulties have also been encountered in terms of planning positioning, economic level, land acquisition and demolition in Chongming District. By summarizing the achievements and problems encountered in the regulation of key rivers in Chongming District during the “14th Five-Year Plan” period, the regulation strategy is proposed from three levels of planning, design and administration. And it is suggested that the regulation direction of key river regulation in Chongming District should strive in two aspects during the “15th Five-Year Plan period, that is to carry out the segmented rectification of the current estuary line to basically reach the planned key river bank section and conduct several rounds of emergency rectification of the key river bank protection.
