上海市防汛移动泵车配置与调度优化策略

Configuration and Dispatching Optimization Strategies of Flood-control Mobile Pump Trucks in Shanghai

摘要:

随着全球气候变化和城市化进程的加速，极端天气事件频发，尤其是暴雨引发的城市内涝问题日益严重。上海市作为超大城市，其防汛工作显得尤为重要。防汛移动泵车作为快速响应、高效排水的关键设备，在上海市防汛工作中发挥着不可替代的作用。梳理了上海市移动泵车和调度平台的配置情况，基于上海市近年来防御台风“贝碧嘉”“普拉桑”和“康妮”的防汛经验，系统分析了移动泵车在上海市防汛工作中的作用和存在的问题，并提出了相应的优化策略，为提升上海市防汛排水能力提供参考。

Abstract:

With the acceleration of global climate change and urbanization, the extreme weather events occur frequently. In particular, the urban waterlogging problems triggered by heavy rainfall are becoming increasingly severe. As a megacity, the flood control work of Shanghai is the utmost important. Mobile flood control pump trucks as key equipment for rapid response and efficient drainage play an irreplaceable role in the flood control efforts of Shanghai. The configuration of mobile pump trucks and dispatching platforms in Shanghai is reviewed. Based on the flood control experiences of Shanghai in recent years during the defense against typhoons “Bebinca”, “Prasin” and “Kong-rey”, the functions and existing problems of mobile pump trucks in the flood control work of Shanghai are systematically analyzed, and the corresponding optimization strategies are put forward to provide references for enhancing the flood control and drainage capabilities in Shanghai.
