Abstract:To construct a set of index evaluation system able to reflect the entire process of urban resilience of “resistance, recovery and adaptation”, based on the research achievements at home and abroad, five evaluation index dimensions of economy, facility, ecology, management and society are summarized. On this basis, the urban functional curve changes after a disaster are analyzed. The process of urban disaster is divided into four stages: before the disaster, during the disaster, in the disaster and the new stage. The resilience functions that cities need to demonstrate at different stages are analyzed. The above analysis provides the direction for the selection of evaluation indexes. The hierarchical expansion method is used to build a resilience evaluation index system with universality and comprehensiveness. Combined with the principles and sources of selecting the evaluation indexes, the evaluation indexes are classified into different grades, and the concept of comprehensive index of resilient city is proposed, which provides an approach for evaluating the development of resilience cities.
