    摘要:

    四川高原山区高速公路建设对促进民族团结、维护稳定、脱贫攻坚以及充分发挥应急通道功能意义重大,但因地形地质复杂、气象多变、生态脆弱、工程规模大、经济效益差等因素,建设推进缓慢。结合其交通量小、投资及生态环境控制要求高的特点,对小交通量高速公路进行了界定;分析了影响投资及生态环境控制的关键指标,并对关键指标之一的断面组成进行了探讨;结合小交通量特点提出了针对性控制措施,以实现工程可行性与区域可持续发展的协调一致。

    Abstract:

    The construction of expressways in mountainous areas of the Sichuan Plateau is of great significance in promoting the ethnic unity, maintaining the stability, eliminating the poverty and giving full play to the function of emergency channels. However, due to complex terrain and geology, variable weather, fragile ecology, large engineering scale and poor economic benefits, the progress of construction has been slow. Combined with the characteristics of low traffic volume, high investment and ecological environment control requirements, the expressways with the small traffic flow are defined. The key indicators affecting investment and ecological environment control are analyzed, and the sectional composition of one of the key indicators is explored. According to the characteristics of small traffic flow, the targeted control measures are proposed to achieve the coordination and consistency between the engineering feasibility and the regional sustainable development.
