    摘要:

    为满足“十四五”期间水环境提升与排涝能力达标的系统性要求,以湖北某市水环境与水系防洪排涝系统提升为例,从水环境提升、防洪排涝能力升级、水体生态基流等方面入手,根据流域的本底特征与规划目标,以水系治理为需求的目标导向,利用地形与地被现状就势采用湿塘、人工湿地对点源污染与面源污染进行治理,对现状排涝体系进行系统化梳理并扩容,提出了系统性实施方案,项目落地实现水环境与水安全同步提升,为再生水、雨水利用提供了充分条件。

    Abstract:

    In order to satisfy the systematic requirements for improving water environment and meeting waterlogging drainage capacity standards during the 14th Five-Year Plan period, taking the improvement of water environment and waterlogging drainage system in a city in Hubei Province as an example, starting from the aspects of water environment improvement, waterlogging drainage capacity upgrading, and water ecological basic flow, based on the background characteristics and planning goals of the basin, and taking the water system governance as the goal orientation, the wet ponds and constructed wetlands are used to control the point source pollution and non-point source pollution by taking advantage of the current terrain and ground cover conditions. The current waterlogging drainage system is systematically sorted out and expanded, and a systematic implementation scheme is proposed. The implementation of the project can realize the synchronous improvement of water environment and water safety, which provides the sufficient conditions for the utilization of recycled water and rainwater.
