Abstract:Taking the Nanjing Jiangbei New District CBD Underground Ring Road Project as a research object，and aiming at the practical challenges of reduced construction scale and extended timelines under the new economic context，its overall scheme，co-construction model and phased implementation strategy are systematically sorted out. The synergic relationship between the ring road and the plot development is specially analyzed. The principle and specific scheme of phased implementation oriented by demand and combining short-term and long-term approaches are proposed，which provides the valuable practical experience and theoretical insights for efficiently and economically advancing the construction of underground ring roads in similar high-density CBD areas during periods of fiscal tightening，and emphasizes the importance of flexible planning for the future.
