    摘要:

    随着生态文明建设的持续推进和海洋生态环境保护举措的逐步落实,生态用海被纳入具体的管理要求。基于长江口特殊的河口海洋动力环境和丰富的滩涂湿地资源,水利整治工程建设中贯彻生态用海理念,促进河口海域资源高效保护和利用。基于长江河口海域重叠区域管理的政策背景下,分析了生态用海相关政策及规范要求,提出水利工程的实践理念与思路,结合已建水利工程的成功经验,对生态化平面设计、生态化堤坝建设和生境提升措施等关键技术研究和应用进行总结,针对性提出分析建议,为类似水利工程建设提供较好的借鉴与经验。

    Abstract:

    With the continuous advancement of ecological civilization construction and the gradual implementation of marine ecological environment protection measures, the ecological use of the sea has been incorporated into specific management requirement. Based on the special estuarine marine dynamic environment and rich tidal flat wetland resources in the Yangtze River estuary, the concept of ecological sea use is implemented in the construction of water conservancy improvement projects to promote the efficient protection and utilization of estuarine sea resources. Based on the policy background of the management of overlapping areas in the Yangtze estuary, the relevant policies and norms of ecological sea use are analyzed and the practical concept and ideas of the hydraulic engineering are proposed. Combined with the successful experience of the built hydraulic engineering, the research and application of key technologies such as ecological graphic design, ecological dam construction and habitat improvement measures are summarized, and the targeted analysis and suggestions are put forward, which provide better reference and experience for the construction of similar hydraulic engineering.
