    摘要:

    基于全球气候变化和快速城市化双重压力,我国城市防洪安全面临着极端天气常态化、生态失衡和基础设施老化等巨大挑战。为了给我国现代化防洪体系的建设提供理论支撑和实践路径,首先系统分析了我国城市洪涝灾害形成机理,以及传统防洪体系在预报预警、工程调度、应急响应等方面存在的结构性缺陷;然后提出了融合工程防御、生态调控、智慧管理三大要素的“三维韧性防洪”理论框架,并在此基础上构建了包含风险识别、过程控制、灾后恢复的闭环管理体系。

    Abstract:

    Based on the dual pressures of global climate change and rapid urbanization, the urban flood control safety in China is facing the huge challenges, such as extreme weather normalization, ecological imbalance and aging infrastructure. In order to provide the theoretical support and practice approach for the construction of modern flood control system in China, the formation mechanism of urban flood disaster is systematically analyzed, and the structural defects of traditional flood control system in forecasting and early warning, engineering dispatching and emergency response are revealed. The theoretical framework of “three-dimensional resilient flood control” is proposed, which integrates three elements of engineering defense, ecological regulation and intelligent management. And on this basis, a closed-loop management system including risk identification, process control and post-disaster recovery is built.
