Abstract:Based on the dual pressures of global climate change and rapid urbanization, the urban flood control safety in China is facing the huge challenges, such as extreme weather normalization, ecological imbalance and aging infrastructure. In order to provide the theoretical support and practice approach for the construction of modern flood control system in China, the formation mechanism of urban flood disaster is systematically analyzed, and the structural defects of traditional flood control system in forecasting and early warning, engineering dispatching and emergency response are revealed. The theoretical framework of “three-dimensional resilient flood control” is proposed, which integrates three elements of engineering defense, ecological regulation and intelligent management. And on this basis, a closed-loop management system including risk identification, process control and post-disaster recovery is built.
