Review and Reflection on Sponge City Construction in Old Residential Areas

为给后续老旧小区海绵城市建设的持续推进提供经验与参考，以上海临港新城片区海绵城市试点内老旧小区海绵城市建设为例，结合对项目建设过程中的梳理及建成后至今运行过程中所发现的实际问题，深入剖析了试点项目在目标设定、设施布局、设计工艺、施工精度和运维管理等方面存在的不足。指出重点建设目标缺失、考核指标片面、敞开式设施使用过多、工艺设计不完善、施工精度不足及运维管理缺失等是老旧小区海绵城市建设中常见问题。据此提出明确峰值控制目标、创新技术应用、优化设施设计及布局、推广装配式施工、建立长效运维机制等具体建议。

Abstract:

To provide the experience and references for the continuous advancement of sponge city construction in old residential areas in the future, taking the sponge city construction of old residential areas within the sponge city pilot area of Shanghai Lingang New Town as an example, and combined with the review of the project construction process and the practical problems identified during the operation period since completion, the existing deficiencies in the pilot project regarding the goal setting, facility layout, design technology, construction accuracy and operation and maintenance management are further analyzed. It is pointed out that the common problems in sponge city construction of old residential areas include the absence of key construction goals, one-sided assessment indicators, excessive use of open facilities, imperfect process design, insufficient construction accuracy and lack of operation and maintenance management. Based on this, the specific suggestions are put forward, such as clarifying peak control goals, applying innovative technologies, optimizing facility design and layout, promoting prefabricated construction, and establishing a long-term operation and maintenance mechanism.
