Abstract:The three-dimensional city (3D City) is a key design approach to mitigate urban sprawl and enhance city quality. The transportation system serving as a critical supportive component needs a corresponding transportation planning evaluation framework. 3D City areas are characterized by integrated transportation systems, high operational efficiency, and multi-layered spatial organization. To address these features, an evaluation system was developed, co mprising 15 indicators across three dimensions: transportation accessibility, operational efficiency, and three-di mensional planning. Indicator weights were determined using the Analytic Hierarchy Process. Taking Hangzhou Tiaoxi Double Upper Cover Development Project as a case study, the indicators were calculated through static assessment and simulation modeling. Analysis of the results identified optimization strategies for planning and verified the feasibility of the proposed evaluation system.
