Abstract:To enhance the regional capacity for preventing and controlling mountain flood disasters, the management of mountain flood gullies are focused on in the Chaoyang City's Chaizhangzi River, Zhengyingzi River, and Kanzhangzi River. The synergistic effects of engineering and non-engineering measures are systematically analyzed. In terms of methodology, engineering measures such as bank stabilization and river channel leveling are employed to enhance river channel stability and flood carrying capacity. Combined with non-engineering measures such as mountain flood disaster surveys and early warning system construction, the disaster monitoring and emergency response mechanisms are improved, establishing a comprehensive prevention and control model that "strengthens the foundation with engineering measures and reinforces the base with non-engineering measures". The research results show that this model can effectively reduce flood risks, significantly enhance regional flood control and disaster mitigation capabilities, and minimize disaster losses. Simultaneously, it provides a replicable technical pathway and management experience for the management of mountain flood gullies with similar geological conditions, which is of great practical significance for safeguarding people's lives and property.
