Abstract:Modern cities face increasingly complex and dynamic governance demands, and unmanned aerial vehicle (UAV) systems offer a new technological approach to urban governance. Focusing on the governance chain of “perception acquisition - data transmission - data processing - application scenarios”, the research and practice on UAV-enabled urban governance are systematically sorted out. In the perception acquisition layer, the performance of typical sensors is analyzed, emphasizing that multimodal fusion is a key trend for improving the accuracy of urban scene recognition. In the data transmission layer, the adaptability and challenges of communication protocols and network routing in dynamic urban environments are reviewed. In the data processing layer, the target detection and tracking models are summarized, and a local rapid decision-making mechanism based on edge computing is discussed. In the application scenarios layer, the traffic monitoring and public security management are taken as the examples to demonstrate the value of UAVs in enhancing dynamic perception and decision-making efficiency in cities. The analysis shows that UAV-based governance models effectively improve the level of urban intelligence but still face challenges such as multi-UAV collaboration, heterogeneous network integration and complex environment perception. Future research should focus on the efficient computing, the enhancement of autonomous decision-making capabilities, and the deep coordination with urban governance mechanisms to promote the construction of safe, efficient and sustainable smart cities.
