    为响应水利部河湖库一体化监测感知体系对平原河网城市堤防管理提出的“空天地”一体化、数字孪生赋能要求,针对黄浦江堤防传统人工巡查的效率低、数据差等痛点,以水利部相关行动方案为政策依据,对标上海新版堤防技术标准,提出“1+3+3+N”智能巡查架构。通过整合卫星遥感、无人机巡检等多技术,初步探索构建“空天地”一体化智能巡查体系与数据全流程闭环管理机制,并分析其实施可行性。研究表明,该体系可提供超大城市堤防数字化运行的可复制范式,为上海市“量子城市”建设提供数据支撑,同时赋能城市体征垂类大模型建设。

    Abstract:

    To respond to the requirements of “space-air-ground” integration and digital twin empowerment for embankment management in plain river network cities proposed by the integrated monitoring and perception system of the Ministry of Water Resources for rivers, lakes and reservoirs, addressing the pain points such as low efficiency and poor data quality of traditional manual inspection of the Huangpu River embankment, and taking the relevant action schemes of the Ministry of Water Resources as the policy basis and aligning with the new version of embankment technical standards of Shanghai, a “1+3+3+N” intelligent inspection framework is proposed. By integrating multiple technologies including satellite remote sensing and UAV inspection, a “space-air-ground” integrated intelligent inspection system and a full-process closed-loop data management mechanism are explored and constructed, and the implementation feasibility is analyzed. The research result shows that the system can provide a replicable paradigm for the digital operation of embankments in megacities, offer the data support for the construction of “Quantum City” in Shanghai, and simultaneously empower the construction of large vertical models for urban vital signs.
