    在长三角一体化和上海市建设“人民城市”的背景下,城市中小河道需兼顾行洪排涝安全与生态宜居功能。以上海市宝山区庙行镇都市宜居型生态清洁小流域东片区为对象,基于规划、设计及现状调查,梳理水系格局、河岸空间和水生态主要问题,参考上海市生态清洁小流域建设要求,构建由水系格局与水面规模、水空间、水生态三维6指标组成的治理成效评价体系,分析河道疏浚、水系连通、护岸生态化、水生态修复与水体清澈度提升等工程措施及长期稳定的运行管理路径。结果表明,河湖面积达标率、水系生态防护比例以及水质和水生植被状况均得到明显改善,小流域综合治理效果良好。该评价体系与工程—管理一体化整治模式可为都市生态清洁小流域建设提供参考。

    Abstract:

    Under the background of Yangtze River Delta integration and Shanghai’s initiative to build a "People’s City," urban small and medium-sized rivers are required to ensure both flood control safety and ecological livability. Focusing on the eastern sub-area of the metropolitan livable eco-clean small watershed in Miaohang Town, Baoshan District, Shanghai, and based on the planning, design and field investigations, the key issues in the water system pattern, riverside space and aquatic ecology are sorted out. With reference to the eco-clean small watershed construction requirements of Shanghai, a governance performance evaluation system is established, consisting of three dimensions and six indicators of water system configuration and water surface scale, water space and aquatic ecology. On this basis, the effects of engineering measures such as river dredging, water system connectivity, ecological revetment, aquatic ecological restoration and water clarity enhancement are analyzed together with a long-term and stable operation and management mechanism. The results show that the compliance rate of river-lake area, the ecological protection ratio of the water system, and water quality and aquatic vegetation conditions are all significantly improved, indicating good comprehensive management of the small-watershed scale. The research result shows that this evaluation system and the integrated engineering-management model can provide a reference for the construction of urban eco-clean small watersheds.
