    摘要:

    在投资增速放缓和高质量发展要求提升的背景下,交通基础设施数字化转型成为提升运行效率与安全水平的重要手段。以浙江省首批示范建设为切入点,梳理其“一廊两翼全网”总体布局、20项重点任务及初步成效,并对比江苏、上海等地的典型做法,总结当前转型中存在的标准不统一、数据壁垒、AI泛化能力弱、存量设施改造难、可持续运营机制不足等现实瓶颈。在此基础上,提出加强区域协同、推动多元共治、完善制度保障等务实建议,为“十五五”时期交通数字化从试点走向推广提供参考。

    Abstract:

    Against the backdrop of slowing investment growth and rising demands for high-quality development, the digital transformation of transportation infrastructures has become a key approach to improve operational efficiency and safety level. Taking the first batch of demonstration projects in Zhejiang Province as the entry point, its overall layout of “One Corridor, Two Wings and Integrated Network”, 20 priority tasks and early achievements are sorted out. Compared with the typical practices in Jiangsu and Shanghai, the common bottlenecks such as inconsistent standards, data silos, limited generalization of AI models, difficulties in reconstructing existing facilities, and unclear sustainability mechanisms are summarized. On this basis, the practical recommendations are proposed, such as enhancing regional coordination, promoting multi-element co-governance, and strengthening institutional guarantee, which provides a reference for the digitalization of transportation to move from pilot projects to promotion during the “15th Five-Year Plan” period.
