    摘要:

    为系统总结“23·7”特大暴雨洪涝灾害经验教训,落实国家“平急两用”公共基础设施建设战略,依托北京市房山区西南部拒马河走廊带,建设全长30 km、设计时速80 km的涞宝新线高速公路。以“一个项目、双重功能”为顶层规划,突破传统高速公路单一功能定位,构建“平急两用”骨干路网,实现了公路的多元化升级,在平时服务于区域旅游经济协同发展,在急时承担应急救援主通道的关键功能。围绕路线布局、路基路面、桥隧、交叉互通及交通工程,构建“安全、韧性、绿色、智慧”技术体系,在基础设施功能复合、机电系统备用共享、全周期韧性提升等方面开展系统化创新设计。项目实现交通与应急保障深度融合,为生态脆弱、灾害高危地区战略性骨干交通设施建设提供借鉴。

    Abstract:

    To draw lessons from the catastrophic flood disaster of "23·7" and implement the national strategy of "Dual-Use for Daily and Emergency Purposes" public infrastructure, the Laibao New Line Expressway is constructed in the Juma River corridor, southwestern Fangshan District, Beijing. With a total length of 30 km and a design speed of 80 km/h, the project adopts the top-level design of "One Project, Dual Functions", breaking the single transportation function of traditional expressways. It serves regional tourism and economic development in normal times and acts as a main emergency rescue corridor in critical conditions.A "Safe, Resilient, Green and Intelligent" technical system is established in route layout, subgrade and pavement, bridges and tunnels, interchanges and traffic engineering. Systematic innovative designs are carried out in functional integration of infrastructure, backup and sharing of electromechanical systems, and full-cycle resilience enhancement.The integration of transportation and emergency support provides a reference for the planning and construction of strategic backbone transportation facilities in ecologically fragile and disaster-prone areas.
