    摘要:

    以国家海绵城市建设试点芜湖市为例,系统阐述海绵城市智慧管理平台的建设框架与核心功能模块。该平台整合城市生命线、排水管网等多源异构数据,构建 “海绵一张图” 可视化管理、项目全周期管控、实时监测预警及量化评估一体化体系,重点支撑海绵城市建设设施成效的科学化评价。实践表明,平台通过多维度数据融合分析、动态监测预警及可视化展示,显著提升了雨水收集利用效率、径流总量控制率及内涝防治能力等关键指标的量化评估精度,为海绵设施运行效能优化提供了可靠数据支撑。最后提出优化数据采集体系、强化跨系统协同联动、完善成效评估指标等改进建议,为全域海绵城市智慧化建设与管理提供可复制、可推广的实践范式。

    Abstract:

    Taking Wuhu, a national pilot city for sponge city construction, as an example, the construction framework and core functional modules of the sponge city intelligent management platform are systematically expounded. The platform integrates the multi-source heterogeneous data such as urban lifeline and drainage pipe network to build an integrated system of “Sponge Map” for visual management, full-cycle project control, real-time monitoring and early warning, and quantitative evaluation, focusing on supporting the scientific evaluation of the achievements of sponge city construction facilities. Practice shows that through multi-dimensional data fusion analysis, dynamic monitoring and early warning, and visual display of the platform, the quantitative assessment accuracy of key indicators such as the efficiency of rainwater collection and utilization, the total runoff control rate, and the capacity to prevent waterlogging has been significantly enhanced, providing reliable data support for the optimization of sponge facility operation efficiency. Finally, the improvement suggestions such as optimizing the data collection system, strengthening cross-system collaborative linkage, and improving the effectiveness evaluation indicators are put forward, which provide a replicable and promotable practical paradigm for the intelligent construction and management of sponge cities in the whole region.
