共富背景下城乡风貌建设工作的宁波实践经验

Ningbo's Practical Experience in Urban-Rural Landscape Construction under Background of Common Prosperity

在共同富裕战略目标的引领下，近年来城乡风貌样板区建设已成为浙江省推动城乡高质量融合发展的重要抓手。以宁波市城乡风貌整治提升工作的实践和思考为切口，系统探讨从“美丽”到“共富”的逻辑转换，结合政策框架和实施路径，分析宁波市城乡风貌整治提升的阶段成效、瓶颈问题及协同破局路径。提出“战略—战术—感知”三维协同治理模式，为浙江省及长三角区域城乡风貌建设提供理论参考和实践路径，为全国城乡风貌提升提供重要借鉴。

Abstract:

Under the guidance of the strategic goal of common prosperity, the construction of exemplary urban-rural landscape zones has become an important means for Zhejiang Province to promote the high-quality integrated development of urban and rural areas. Taking the practice and reflection on the improvement of urban-rural landscape in Ningbo as the entry point, the logical transformation from "beauty" to "common prosperity" is systematically discussed. Combined with the policy frameworks and implementation paths, the phased achievements, bottleneck problems and collaborative breakthrough paths of the improvement of urban-rural landscape in Ningbo are analyzed. The three-dimensional collaborative governance model of "strategy - tactics - perception" is proposed, which provides the theoretical reference and practical paths for urban-rural landscape construction in Zhejiang Province and the Yangtze River Delta region, and provides the important references for the improvement of the urban-rural landscape across the country.
