土地储备新机制的探索与实践——以奉贤区金汇城中村为例

Exploration and Practice of New Mechanism for Land Reserve: A Case Study of Jinhui Urban Village

摘要:

以上海市奉贤区金汇镇城中村土地储备项目为案例，深入探讨土地储备新机制在城市更新中的应用与探索。系统阐释土地储备新机制的内涵、特点及创新点，分析城中村的发展现状与转型需求，阐述土地储备与城中村发展的契合关系。通过对金汇镇城中村土地储备项目的全面剖析，从规划引领、资金平衡、实施时序、风险防控等维度，总结土地储备新机制在推动城中村改造的实践经验与创新价值。研究表明，土地储备新机制通过“规、储、净、供、用、维”一体化运行模式，有效破解城中村改造中的规划落地难、资金平衡难、实施协调难等困境，为超大特大城市积极稳步推进城中村改造提供可复制、可推广的经验。

Abstract:

Taking the land reserve project of the urban village in Jinhui Town, Fengxian District, Shanghai as a case, the application and exploration of the new mechanism for land reserve in the urban renewal are further discussed. The connotation, characteristics and innovation points of the new mechanism for land reserve are systematically explained. The current development status and transformation demands of urban villages are analyzed. And the fit relationship between the land reserve and the development of urban villages are expounded. By comprehensively analyzing the land reserve project of urban village in Jinhui Town, the practical experience and innovative value of the new mechanism for land reserve in the promotion of urban village reconstruction are summarized from the dimensions of planning guidance, fund balance, implementation timing, and risk prevention and control. The research shows that the new mechanism for land reserve can effectively solve the predicaments such as the difficulty in implementing planning, the difficulty in balancing funds and the difficulty in coordinating implementation in the reconstruction of urban villages through the integrated operation mode of “planning, storage, purification, supply, use and maintenance”, which provides the replicable and scalable experience for the active and steady advancement of urban village reconstruction in megacities and super-large cities.
