    摘要:

    存量更新背景下,上海老城历史商住街区非机动车占道、步行断面不足、人车冲突频发等静态交通问题突出。以上海四川北路“丰字型”街区更新工程为依托,开展非机动车泊位饱和度调研,梳理潮汐停放、外卖车辆无序停放等核心痛点。相较于地面划线、电子围栏等传统管控手段,提出下沉式港湾非机动车停放一体化改造方案,确定45°斜列式2.6 m标准化下沉断面,依靠高差实现人车空间分层,配套管线保护、线性排水、智能充电等市政设施。结合道路尺度与风貌管控要求,构建就地改造、5 min步行圈层分流、风貌路段禁停的差异化疏导体系。改造后可削减人车冲突,消除占道与消防堵塞隐患,为老城慢行及静态交通整治提供标准化工程方案。

    Abstract:

    Against the background of stock renewal, in the historical commercial and residential blocks in the old urban area of Shanghai, the static traffic problems such as non-motorized vehicles occupying roads, insufficient pedestrian sections, and frequent conflicts between pedestrians and vehicles are prominent. Relying on the Shanghai North Sichuan Road “Feng”-shaped Block Renewal Project, a survey on the saturation of non-motorized vehicle parking spaces is conducted, and the core pain points such as tidal parking and disorderly parking of delivery vehicles are sorted out. Compared with the traditional management and control measures such as ground markings and electronic fences, an integrated renovation scheme of sunken bay parking for non-motorized vehicles is proposed and the 450 inclined 2.6-m standardized subsidence section is determined. The space for pedestrian and vehicles is separated by relying on height differences, and is equipped with municipal facilities such as pipeline protection, linear drainage and intelligent charging. Combined with the road dimensions and the style control requirements, a differentiated guidance system featuring on-site renovation, 5-min walking circle diversion, and no parking on scenic sections is established. After renovation, the pedestrian-vehicle conflicts can be reduced, the branch road delays can be shortened, and the hazards of road occupation and fire safety blockages can be eliminated, providing a standardized engineering scheme for slow traffic and static traffic management in old urban areas.
